In the first part of the introduction it states that

Article 1. Objective.

This law is provided to warrant and protect public freedom and fundamental rights of physical persons, with emphasis on his honour and personal and familiar privacy, in all related aspects of personal data. (Translation of laws is not my strong...)

In practical terms: I have become a policeman+judge of freedoms and rights, without asking for this duty.
